The city has approved a request by Fosun, the Chinese company that owns the landmarked lower Manhattan tower formerly known as 1 Chase Manhattan Plaza, to create 200,000 square feet of retail space beneath the building. On Tuesday, the Shanghai-based firm won permission from the city’s Landmarks Preservation Commission to create entry points at 28 Liberty St.’s spacious plaza to connect the street level to its five below-ground floors, which it plans to lease to retail tenants. Fosun acquired the tower almost two years ago for $725 million from JPMorgan Chase and renamed it 28 Liberty St.
